The leader of earthquake-stricken Kanto was created by Satan as punishment for his own remorse over killing Akira. He kept Ryo Asuka and Miki Makimura, who had lost all their limbs, as pets. This man, known as the Slum King, also fathered two children, Zubaban and Jannu. Despite frequently facing off against Jack throughout the series, he was ultimately "killed" by a resurrected Satan. It wasn't until after Satan fused Zubabans head with his own to create Zenon that his true identity was revealed.
