Rakugan is an elderly cat with a reputation for being skilled in magic. Although he may not be as old as Chiffon, he considers himself a master of his craft. While he has knowledge of ninja tricks like using smoke bombs to escape, it's unclear how proficient he truly is. He taught Taruto the "Great Tiger Meow Meow" spell and offers advice even when his suggestions don't always yield the desired results.
