The Golan organization's founder was once a Red Beret commando and a skilled killer who used deadly boomerangs and Nanto Muon Ken style. He had extrasensory abilities to predict an opponent's actions by observing their subtle eye and body movements. Prior to the nuclear war, he was a patriotic soldier but lost faith in his country after witnessing the corruption of its leaders. After surviving the apocalypse, he believed himself chosen by God to repopulate the world with his own master race that would avoid past mistakes. In the TV series, due to political reasons, he and his army were portrayed as followers of Shin, who worshipped him like a god. In the 1986 movie, the Colonel had a minor role as one of Shins security guards, but was later murdered by his master while focusing on Raohs invasion instead of searching for Yuria's escape.
