The character named rising dragon is a martial arts master who has a rivalry with the chin-star school. he is known for being violent and starting fights, but eventually becomes friends with goku after goku defeats his brother in a tournament. in one of their encounters, rising dragon falsely accuses master chin's son of stealing his wallet, leading to a confrontation where rising dragon attacks chin. sky dragon intervenes and apologizes for his brother's behavior. later, when goku passes by the restaurant where rising dragon is eating, rising dragon attacks him, but goku easily dodges and tricks him into falling in the river. at the panther-fang dojo, rising dragon watches as sky dragon becomes a punching bag for his pupils, trying to teach them combat skills. after goku defeats sky dragon in the royal match at king wontons tournament, the chin-star school and the panther-fang school finally put their differences aside and welcome rising dragon as a member of the chin-star school under sky dragon's leadership.
