Kubota is an intelligence officer who works with Aramaki and has a history at the JGSDF Academy. He provides information to Aramaki, appears to be from the same class as him, holds a similar rank (Colonel), but also seeks political advancement. To avoid any negative consequences on his record of conduct, he delegates unpleasant tasks to Section 9.
