Captain Tatsumi, also known as Tokki-Tai's Commanding Officer, was a founding member of the organization alongside Aniya and Kerberos Panzer Cop. The group was established five years prior to the events depicted in the manga's first part. In Kerberos Panzer Cop Conclusion, he participated in a coup d'état with his subordinate Handa and the joint units of Kerberos Panzer Cop and Kerberos Panzer Jäger. Later in Jin-Roh, Captain Tatsumi was promoted from one class.
