Lucifer, the main antagonist in this story, is a Hunter - a type of psychic being tasked with eliminating those deemed unjust in society. Out of all three Hunters, Lucifer stands out as the most powerful and fervent in his pursuit of Tachihara, resulting in a significant number of casualties. Despite attempts by Special Service agents to aid the Red May terrorists, Lucifer remains relentless in his mission to capture Tachihara.
