Whetton is a character in the One Piece Rainbow Mist filler arc. He was once a pirate who destroyed Ruluka and then became its mayor due to his desire for safety and power. Later, he funded Henzo's research by imposing outrageous taxes on the people of Ruluka, with the intention of constructing the Rainbow Tower and gaining access to its treasures.
