Peggy Fortie is an American worker on the crew of the Annex I who specializes in researching viruses. She was assigned to Squad 2, which was led by Michelle K. Davis. The animal that serves as the base for her mission objective (MO) operation is a Short-beaked Echidna.
Spoilers:
After receiving her M.O. Operation, Peggy gained the abilities of the Short-beaked Echidna, making her able to dig in the ground with her claws and to grow needles from her body to pierce her enemies. She can also produce "Echidna milk" from her stomach to provide nutrition to others, in which she offers to Keiji and Marcos because she used up a lot of the drug while digging.
