A doctor who personally rejected authorization for the Murai vaccine was himself in advanced stages of cyberbrain disease, and relied on the same treatment he helped develop to keep himself alive. Despite dedicating his life to finding a cure for this condition, Imakurusu had unknowingly allowed Murai to take over his work. Although Imakurusu believed that if Murai could explain how the vaccine worked, he would have approved it, the Laughing Man suspected that greed and envy drove him to conceal its effectiveness from the public. The presence of a custom-made "approval denied" stamp supports this theory.
