Hiroshi tsukuba is an individual who witnesses an attempted abduction of scientists by neo-shocker soldiers. he lands and manages to escape from them. later, he becomes critically injured by dr. keitaro shido, a mutant captured by neo-shocker. despite this, general monster allows tsukuba to be converted into a cyborg warrior in order to save his life. as a result of the conversion, tsukuba transforms into skyrider, the new warrior of justice.
