Chifuyu, a member of Toman's 1st division, has formed a close bond with Baji, his schoolmate and fellow delinquent. The two met at school when Chifuyu was an aspiring thug seeking to rise to the top. Initially, Chifuyu looked up to Baji as a role model due to his notoriety among other thugs. However, upon meeting him in person, Baji presented himself as a nerd who struggled with schoolwork and wished to improve his grades without worrying his mother. When Chifuyu entered the room, he noticed that Baji was struggling to read a book. In response, Chifuyu offered guidance on how to read it correctly, leading to a conversation between them instead of a confrontation. As they bonded over their shared interests and experiences, they became inseparable friends. Later, when Chifuyu encountered thugs who had angered him, Baji stepped in to help him. This act of loyalty solidified their friendship even further, resulting in Chifuyu becoming Baji's vice commander. Despite the occasional physical altercation between them, such as when Baji beats up Chifuyu and asks Takemichi if he is not the coolest among them all, Chifuyu holds a deep admiration for Baji. In addition to their friendship, they both enjoy reading shoujo manga.

In a future Chifuyu and Takemichi rise to important positions of the future Toman, however, it turns out that Chifuyu betrays this Toman as revenge against Kisaki, who is also in an important position and is responsible for Baji's death. Kisaki pretends to want to reconcile with the two, but this turns out to be a lie, resulting in Chifuyu being shot in front of Takemichi. This tempts him to make another time jump to reschedule their procedure to secure Toman. In one of Takemichi's final attempts, he does not involve Chifuyu in order not to endanger him, but this is unsuccessful. Chifuyu finds this out and is initially upset with Takemichi since they are partners. Nevertheless, he forgives him and teams up with him one last time to save the future, as they build a new gang to defeat Mikey and his newly formed Kanto Manji Gang. After Baji dies in Chifuyus arms in the Bloody Halloween fight between Toman and Valhalla, Takemichi and Chifuyu team up. Takemichi informs Chifuyu about his time travels and asks him for help. Chifuyu immediately believes him and promises his support. From then on, Takemichi no longer acts on his own, but always has Chifuyus backing. In one of Takemichis final attempts, he does not involve Chifuyu in order not to endanger him, but this is unsuccessful.
