Hideo Kuze is an AI-powered cyborg who serves as a main suspect in Section 9's investigation into the Individual Eleven, a terrorist group with eleven members. Unlike other prosthetic individuals, Kuze has chosen to have a sculpted face, which makes it challenging for him to manipulate his mouth while speaking. As one of the survivors from the mass suicide by the Individual Eleven, Kuze is now leading an independence movement among refugees in Japan, advocating for socialist ideals.
