In the novel The Rolling Bootlegs, an immortal named Victor serves as an agent of the FBI during the 1930s. Along with a select group of subordinates, he is responsible for investigating cases involving immortals. It is believed that he was the one who arrested Huey. In addition to this, two of his subordinates were seen investigating Szilard's brewing operation in the novel. Victor's subordinates also investigated the Flying Pussyfoot incident in 1931. In 1934, he arranged for the arrest of Firo and Isaac so that Firo could investigate Huey's activities while in jail. However, it is important to note that Victor's dialogue with Firo in 1934 presented him as short-tempered, arrogant, and somewhat immature. Despite this, Nile, another immortal, stated that Victor was not naturally the type of person to fixate on rules but held a deep conviction that law is necessary for the greater good and must be rigorously enforced, even at the cost of some individual freedom.
