Flora is the older twin sister of Felicia and serves as a maid for the Nohr royal family, specifically Corrin. She is the eldest daughter of Kilma, the chieftain of the Ice Tribes. Although her father favored Felicia due to her superior fighting ability, it was expected that Flora would become the next leader of the Ice Tribes. The player can recruit her in the My Castle once the Fire Orb reaches level 3 after Chapter 18 of Conquest or once one of the required items (Ballista, Fire Orb, or Launcher) reach level 3 after Chapter 22 in Revelation. Despite serving Corrin, Flora and Felicia were kidnapped by King Garon as hostages to prevent a rebellion against the Nohrian Kingdom. While aware of this, Flora kept it hidden from Felicia and eventually became an exemplary maid while forming friendships with Corrin, their combat instructor Gunter, and Jakob, Corrin's butler.
