Victor Hartmann, ヒルシャー

Victor Hartmann's real name is also known as Hilshire in some translations. He works for Section 2 and serves as Triela's handler. Prior to his work with Europol, he was an agent who preferred a hands-off approach towards Triela. Like Jose, he dislikes the use of conditioning heavily. During his time at Europol, he faced criticism from his superior for being "too naive" and unable to handle pressure when trying to engage a child-torturing group in the frontline. This led him to become mentally depressed after witnessing a live footage of the torture session.
