For centuries, Mina Tepes, the leader of all vampires, has remained hidden. Now, with the financial resources of the Tepes family, she has paid off Japan's national debt and established a new haven for vampires in a special district located off the coast of Japan. However, on the eve of her announcement to reveal vampires to the world, there are threats from terrorists and rival factions who plan to assassinate Mina Tepes before she can make her groundbreaking declaration.
