The city of Kinshi in Tokyo is experiencing utter turmoil due to an ongoing confrontation between a large number of junior high school students causing destruction and chaos. Meanwhile, the citizens patrol group consisting of 357 members tries to maintain order. Natsuhiko, who has been away from Kinshi for four years, becomes entangled in this conflict upon his return.
