The "Hammer of Eden" catastrophe resulted in the loss of six billion lives and flooded 90% of the land. Fourteen years later, the New United Nations was formed to promote peace on the devastated lands. Keel is a boy from Yabitsu, a prosperous town due to the nuclear generator brought by the catastrophe. His relative Aoi serves as the secretary-general of the New United Nations and strives to create a new world where nations can work together despite differences in race and religion. However, her efforts fail because of the resistance from nations unwilling to change. Gould, a military officer, believes that order can only be maintained through force. With Ulysses, a nuclear submarine, and his crew, including Keel's brother Tean, Gould stages a coup against the New United Nations in an attack on Yabitsu.
