The fantasy manga takes place on an island nation called Yakoku, which resembles Meiji-era Japan and is situated in the heart of the world's seas. This country is undergoing a revolution led by reformists seeking equality, but the struggle has only worsened poverty and inequality. The story revolves around Sezu, a man living in poverty, who receives a visit from Kaoru Mamiya, a member of Yakoku's ruling family, to serve as his body double.
