In Lisvalletta, a new drug called Anthem has emerged that causes users to enter a state of Overdrive and acquire superhuman abilities. The police are unable to control this threat, so it falls upon the Special Crime Investigation Unit SEVEN-O to handle it. To counterbalance the dangers of their work, investigators use the "Double Decker" system, where they partner up as "buddy cops." As a child, Kirill Vrubel dreamed of being a hero who would protect his school from terrorists. His chance comes when his landlady forces him to search for her lost cat in an abandoned warehouse. During this mission, he finds himself caught in a hostage situation with an Anthem user. By working alongside SEVEN-O detective Doug Bilingam, Kirill becomes part of the organization and may finally realize his dream of becoming a hero.
