Following World War III, the world experienced turmoil, leading to a matriarchy taking power. In Japan, a new government composed entirely of women governs the country, forcing men to reside outside Chuuouku. The "H Law" is enacted, which bans all weapons and requires individuals to engage in battles using devices known as "Hypnosis Microphones," which directly influence opponents' minds through lyrics. A year later, a conflict emerges between two factions: "Mad Comic Dialogue," led by Samatoki Aohitsugi, and "Starway to Heaven," with Ichirou Yamada among its members. Both groups must confront each other in order to gain more territory within the district. Meanwhile, medical specialist Jakurai Jinguji encounters Ramuda Amemura after being rescued from a rebel attack at his hospital workplace. Impressed by the new musical technology, Jakurai requests that Ramuda teach him how to rap and become a mic-wielder. When these four men unite by chance, they discover their combined abilities allow them to seize control of all divisions in Japan and challenge an oppressive system established by Chuuouku. However, their plans may not go as smoothly as anticipated when they realize their enemies are closer than expected.
