Lucy is a unique human species known as "Diclonius," characterized by short horns and telekinetic hands that make her an object of cruel scientific experimentation at the hands of the government. Despite being subjected to inhumane treatment, Lucy manages to escape her captors when circumstances allow it. However, due to her experiences with confinement and torture, she becomes corrupted and unleashes a wave of violence as she escapes.
During her breakout, Lucy suffers from a severe head injury that results in a split personality disorder. She is now a harmless child with limited speech capacity. While in this state, she encounters two college students named Kouta and Yuka who unknowingly take her into their care. Unaware of her murderous tendencies, they show kindness to the injured fugitive.
This act of compassion will change their lives forever as they become entangled in a world of government secrecy and conspiracy. Lucy's actions will have far-reaching consequences for those around her, leading them down a path of danger and uncertainty.
