In the near future, there will be a powerful country in the far east that collapses and leads to an influx of refugees into neighboring countries. Japan is one such country, where over 2 million refugees rush. However, they are not welcomed with open hands by the Japanese government, who confines them all to an island off the coast of Japan called "The City." The City quickly becomes a slum, characterized by starvation, murder, and sex trafficking. Tensions between Japan and The City remain extremely high. Hida Riku is a new member of ACAT, one of several special forces put in place to handle the influx of crime caused by the refugees. Despite their reputation for successfully completing even the most dangerous missions, ACAT has an unusually high death rate. Riku gets paired with Akagi Mika, a veteran sniper whose bold moves might get him killed faster than anyone expected.
