In 2003, Tomoyoshi Joukou arrived in Tokyo, Japan to pursue higher education in animation from the Faculty of Arts at Tokyo Polytechnic University under Taku Furukawa. He continued his studies and eventually graduated in March of 2009. Following graduation, he began working as a freelance animator while also serving as a part-time instructor at his alma mater. Currently, Tomoyoshi Joukou is associated with the creative unit Decovocal alongside Hiroko Ichinose.
