The film is an action-adventure comedy that depicts a caricature of radical ecoactivism and explores the bond between mothers and children. In Futaba Town, Saitama Prefecture, Japan, the new mayor, Mamoru Shizan from Kasukabe-City, promotes ecological activities under the guise of being an advocate for environmental conservation. However, his true identity is that of the leader of a terrorist organization called "SKBE: Save Keeping Beautiful Earth." He plans to transform humans into animals by making them drink a special potion. Hiroshi, Shinnosukes father, drinks the potion and turns into a chicken, while his mother becomes a panther after consuming it as well. Along with Victoria, a mysterious woman, the Nohara Family, and half-animalized members of Kasukabe Defense Forces, they work together to stop Shizans plan before it's too late.
