Shinya Kougami travels through the Southeast Asian Union (SEAUn) while avoiding the watchful eye of the Sibyl System in Japan. During his journey, he meets Guillermo Garcia, a paramilitary commander who seeks to unite local factions and bring peace to a war-torn nation. Kougami initially declines to join Garcias cause but agrees to be driven to the nearby capital by one of his men. However, when a bus full of refugees is ambushed by armed guerrillas, including a half-Japanese, half-Tibetan girl named Tenzing Wangchuck, Kougamis resolve to remain uninvolved is tested. Impressed with Kougamis fighting skills, Wangchuck requests him to teach her how to fight so she can seek revenge against the warlord who murdered her family. Although initially hesitant due to his past experiences, Kougami ultimately decides to train her in order to fulfill her desire for vengeance and confront the darkness within himself.
