In Tokyo, there is a skilled waste management service called "City Hunter" that operates from Shinjuku. Its leader, Ryo Saeba, along with his partner Kaori Makimura, receives a task from Angie, a female video creator, to locate a missing cat. Meanwhile, Detective Saeko Nogami from the Metropolitan Police Department collaborates with Umibozu and Miki as they investigate Zoltic, a biotech company that has developed a new version of "Angel Dust," which turns soldiers into superhumans on the battlefield. This innovation is being used by Zoltic as their latest product, but it has its drawbacks as it was once responsible for consuming Ryo and killing his partner, Hideyuki Makimura.
