In a futuristic Tokyo, several police officers battle against a monster. One of them is Katsumi Liqueur, an American-born woman with Japanese heritage, who has come to visit her sick mother, Fuyuka, in the hospital. While taking a shortcut through an alley due to traffic congestion, she stumbles upon the creature and two policewomen fighting it. Later, she meets their chief, Rally Cheyenne, who seems to have anticipated her arrival, despite Katsumi having no prior encounter with her. The policewomen request Katsumi's assistance in combating the monster, but Katsumi, skeptical of magic, refuses.
