Two Japanese individuals who survived the Khmer Rouge killings in Cambodia have made a pledge to locate a safe haven, even if it means constructing it themselves. Upon returning to Japan, they take divergent paths: one chooses a political career while the other opts for a life of crime. As Asami and Houjou navigate the intertwined spheres of politics and criminal underworld in contemporary Japan, they remain unwavering in their commitment to achieve their goals and uphold their pledge. However, as they ascend in their respective fields, their friendship faces growing challenges due to their differing loyalties.
