Three years have passed since the conclusion of the series. Ryo works as an engineer for NASA on a significant rocket project. Anise, his fellow Borgman and lover, has been reduced to working at a fast-food restaurant. When she receives a job offer from a major Japanese high-tech company, she eagerly accepts it. However, Ryo remains indecisive and does not follow her. Chuck Sweager, the third Borgman, is a police officer along with his girlfriend Miki. While on duty, Miki witnesses a fight among several cyborgs. She informs Chuck, who dismisses the possibility since only three living cyborgs exist - Ryo, Anise, and himself. Nevertheless, she convinces him to investigate. Upon her arrival for her new job, Anise is informed about the situation and volunteers to infiltrate the Heavens Gate project, which they believe to be the source of these new cyborgs. Meanwhile, Ryo travels to Japan to reunite with his girlfriend. Accompanying him is Hussan, one of the surviving researchers on the Borgman Project, who has been asked to testify before the Tokyo Police in relation to the investigation. Once everyone arrives in Japan, complications arise.
