In Kochi, Japan, Ocean Waves is a high school love story that revolves around two best friends named Morisaki Taku and Matsuno Yutaka. When a new girl from Tokyo called Muto Rikako joins their school, she initially keeps to herself and is labeled as a snob by her classmates. Despite this, Matsuno develops feelings for Rikako, which leads him to become jealous when Morisaki starts spending more time with her.
