In Tokyo, there's been a new urban legend that suggests if you make a request through the Ask-a-Thief Channel, the Phantom Thieves of Hearts will appear and bring justice by stealing a corrupt person's heart and making them regret their wrongdoings. Despite being strange and inexplicable, more people are submitting requests in hopes that this mysterious vigilante group will help.
Kazuya Makigami is a burglar at night but has started to question his actions and those who aid him. Unwilling to confront his comrades directly, Kazuya sends a request through the Ask-a-Thief Channel.
