In Tokyo, there's been a new urban legend that suggests if you make a request through the Ask-a-Thief Channel, the Phantom Thieves of Hearts will appear and bring justice by stealing a corrupt person's heart and making them regret their wrongdoings. Despite being strange and inexplicable, more people are submitting requests in hopes that this mysterious vigilante group will help.
