In ancient times, the prosperous Kingdom of the Vale was plunged into chaos when two ruling brothers turned against each other. This led to the unleashing of their legendary familiars, Reshiram and Zekrom, disrupting the Dragon Force that provided energy to the kingdom. With the aid of the mythical Pokémon Victini, equilibrium was restored, and the Dragon Force was restrained by the Sword of the Vale. If the sword were moved, catastrophe would strike again. Damon, a descendant of the scattered people of the Vale, aims to restore his kingdom's former glory by summoning legendary Pokémon Zekrom and attempting to lift the Sword of the Vale, harnessing the power of the Dragon Force for himself. Meanwhile, Satoshi and his companions visit Eindoak Town at the foot of the Sword of the Vale. Upon learning about Damon's plan, they join forces with Victini, the guardian of the Vale, to prevent its execution and avert another tragedy that occurred a thousand years ago.
