In 2027, one year after the conclusion of the fourth non-nuclear war, New Port City experiences another tragedy as it suffers a bombing caused by a self-propelled mine. Following this incident, an investigation is launched into the arms-dealing bribes that led to the death of a military member. During the course of the investigation, Daisuke Aramaki from Public Security encounters Motoko Kusanagi, who is assigned to the 501st Secret Unit and possesses wizard-level hacking abilities. Batou, known for his ability to remain vigilant even when others rest, suspects that Kusanagi may be responsible for the bombing. Meanwhile, Togusa from Niihama Prefectural Police is simultaneously investigating two separate cases: the shooting death and a prostitute's murder. Additionally, Kusanagi herself is being monitored closely by Kurutsu, head of the 501st Secret Unit, and cyborg agents.
