The world is now more connected than ever before, with Public Security Section 9 responsible for combating threats such as corruption, terrorism, and globalization. Major Motoko Kusanagi of Section 9 leads a case involving a mysterious hacker known as the "Puppet Master," who leaves victims stripped of their memories. The Puppet Master is almost entirely robotic, giving them immense power. As Motoko and her team follow the trail of the Puppet Master, other parties like Section 6 get involved, leading Motoko to confront the complexities of the case. She ponders philosophical questions about her own life's purpose, realizing that only the Puppet Master can provide these answers.
