Sheila

The Night Witch, シーラ

Sheila is a witch who belongs to the United Magic Association. Her job involves investigating issues related to magic and witches, and she eventually takes Saya under her wing as an apprentice. You'll often see her smoking a pipe and sitting on a modified broomstick with a seat for lying down while flying.

Spoilers:

Sheila taught herself magic and used it to steal from people in order to survive on the streets. After she is caught by Elainas mother and learns of the existence of witches, Sheila asks to become her apprentice. Initially at odds with Flan, the other apprentice, the two learn to work together and become good friends.
