The creator of Nymph and Astrea is Daedalus, who is also known as the father of Ikaros in Greek mythology. In Tomokis dreams, she often appears but then disappears, leaving him to cry. She seeks his help to save her, and her name comes from Daedalus.
Spoilers:
It is revealed in the final manga chapter that she is actually the real Sohara in Synapse.
