Mascchettiano, also known as "That guy" or "pigeon guy," is an internationally wanted Class-S criminal who has killed 20,000 people in three years and has a $9.9 billion bounty on his head. Despite this, he has not been apprehended zero times. Mascchettiano always appears during summer festivals and is referred to as "That guy" or "pigeon guy" by Sakurai Tomoki. He is often shown with a cluster of pigeons around him, which refers to his introduction in the JUDAS manga. Mascchettiano enjoys torturing Tomoki with the president and ruining his attempts to win prizes in hosted tournaments.
