Raul Creed  

The Director-General of Citizen Security Bureau is newly appointed and reports directly to the Regent. He and his wife had Pino as their surrogate child before the start of the series. Initially, he was loyal to the system but later became disillusioned with the ruling order that caused the city's decline. His mental state deteriorates as he experiences hallucinations of Vincent Law, who smirks at him.
