Risei Kotomines father is an 80-year-old priest in the Church and serves as the regulator of the third and fourth Holy Grail Wars. He has been friends with Tokiomi Tōsakas for some time, and actively supports him during the war to obtain the Holy Grail. Despite his position within the Church, Risei believes that Tokiomi is worthy of obtaining such a powerful artifact. However, he does not understand Kirei Kotomines in any way. Risei's son has recently lost his wife after two years and may find purpose again by assisting Tokiomi during the Holy Grail War. Risei believes that Kirei is destined to provide Tokiomi with an additional Servant and associated command spells for the upcoming war, as he had appeared three years before its start. Without informing Kirei of his true nature, Risei transfers him from the Church to the Mages Association as Tokiomis pupil. He does not reveal that Kirei can also obtain the Holy Grail and instead tells him that hes performing a mission for the Church.
