The owner of GoofFest, Rowan "Jackpot" Pigeon, who is African-American, operates a strip club in Southeast Asia and engages in child pornography trafficking as well as the production of "snuff" films. He frequently visits Lagoon Company and tries to hire Revy for his customers' bondage needs, but she does not enjoy pain. Pigeon has also shown interest in Rock, sensing his discomfort with the island, and offered assistance if he ever needed it. However, Pigeon is terrified of Balalaika.
