Tsutsui is a kind-hearted student at Haze Junior High School who serves as the president of their Go club. Although he may not be an exceptionally skilled player, he enjoys participating and maintains a positive attitude during games. You first encounter Tsutsuki at a "Terakoya" fair, where he distributed prizes to individuals who successfully solved puzzles from Kouyo Tonyas book. At the time, Tsutsuki was the sole member of his Go club and was actively seeking additional members in order for them to compete with other junior high schools in tournaments.
