Dewey, who was once a lieutenant colonel and Holland's brother, was imprisoned for being held responsible for their desertion. This action was also part of an effort to stop Adrock Thurstons project from continuing. After his release, he was promoted to colonel by the government and took Dominic and Anemone under his command. In a well-planned and intricate scheme, Dewey worked to erode public trust in the Sage Council and ultimately overthrew them.
