Shinya Kougami is traveling through the damaged regions of the Southeast Asian Union, excluding Japan. His next stop is the Tibet-Himalayan Alliance Kingdom. During his journey, he encounters Guillermo Garcia, leader of a paramilitary organization aimed at restoring peace. Kougami declines Garcia's offer to join him. Later, while assisting refugees being attacked by guerrillas, Kougami impresses Tenzing Wangchuck, a young girl with Japanese and Tibetan heritage who lost her parents due to war. Tenzing requests Kougami to teach her how to fight in order to avenge her parents' death. Although murder goes against Kougami's strong moral code, he understands Tenzing's emotions and agrees to train her. However, Frederica Hanashiro from Japan's Ministry of Foreign Affairs arrives, with the goal of retrieving Japanese emigrants, including Tenzing, and bringing them back to Japan along with the Sibyl System.
