In Edo's peaceful time, a "Devil" named Heizou Hasegawa was assigned to eliminate any threats that could disrupt peace. As the chief officer in charge of crime prevention and arson control, he played an important role during the Tenmei era in 1783. Devil Heizou was known for his bravery and feared by many due to his reputation as a skilled swordsman.
