Three years after the Babylon Project conspiracy is resolved, members of Kiichi Gotous Patlabor unit have gone their separate ways. Gotou remains with the team and is accompanied by Shinobu Nagumo, his romantic crush and comrade. Despite public skepticism towards the Japanese Ground Self-Defense Force, a terrorist organization begins to work from within the military to cause destruction and mass civil unrest throughout Japan. It is revealed that Yukihito Tsuge, Nagumos former mentor and lover, is behind this growing plot. Gotou reassembles his Patlabor team, led by pilot Noa Izumi, in a mission to arrest Tsuge. In order to save Japan, Nagumo must confront her complicated past relationships with Tsuge.

The film won the 1993 Mainichi Film Award for animation and a 4DX renewal was shown in Japanese theaters on February 11, 2021.
