Thirty years ago, a new type of mutant emerged that could wield flames, causing widespread devastation and loss of life. These creatures, known as Burnish, have continued to appear sporadically ever since. Despite this threat, the autonomous republic of Promepolis has flourished under the leadership of Kray Foresight. The Burning Rescue team, led by mechanic Lucia Fex, uses advanced technology to combat these monstrous beings. Galo Thymos is a recent recruit to the rescue squad and looks up to Foresight as his hero for saving him from the Burnish. A terrorist group called Mad Burnish has been causing chaos throughout the nation, with Lio Fotia leading their attacks. After encountering Fotia, Galo embarks on a quest to uncover the truth about these mutants and ultimately challenges everything he believed in.

Promare reunites the creative team of Tengen Toppa Gurren Lagann and Kill la Kill, specifically director Hiroyuki Imaishi and screenwriter Kazuki Nakashima. The film had been in development since 2013 and was first announced at Anime Expo in Los Angeles in 2017.
