In 123 Universal Century, skirmishes occur between Earth's Federation government and Crossbones Vanguard in various space colonies. One such battle takes place near Seabook Arno's hometown, forcing him and his friends to flee due to the escalating conflict. During this time, he meets Cecily Fairchild, granddaughter of aristocrat Meitzer Ronah, who seeks to establish a new political power called "Cosmo Babylonia." The Crossbone Vanguard is used as muscle by the Ronah family to restore aristocratic rule and create an economic system that benefits only the nobility. This leads to a decline in the quality of life for Earth's common people. Seabook must pilot the Gundam F91, created by his mother, and decide whether to uphold the Federation status quo or collaborate with Cecily to find a better way of living for all.
